Licensing of POEs that provides water and waste services is one of the main activities of Water and Waste Regulatory Office (WWRO).
Regulation 2004/49, which established legislative framework for the economic regulation of the water and waste services sectors in Kosovo, sets forth that no person can provide water and wastewater services as well as waste collection and waste disposal service without having a valid service license issued by WWRO. Detailed procedures, conditions, and criteria for issuing a service license are stipulated in Regulation 2004/49 and in the Rules issued by WWRO.
In case that any licensed service provider fails to comply with the provisions of Regulation 2004/49, WWRO Rules, or terms of the Service License, WWRO has the authority to take disciplinary measures in the form of fines up to 50,000 EUROS or even to revoke the service license.
